The collapse of drainage systems and the rise of urban flooding are symptoms of a global issue: climate change. It is imperative to understand that the rapid saturation of sewage systems during intense rainfall is not solely a matter of maintenance or local infrastructure challenges, but a consequence of increasingly extreme, frequent, and unpredictable climate events. Therefore, it is crucial to actively engage in climate change awareness initiatives.

Recent rainfall that has hit the National District and other areas of the Dominican Republic is a clear reminder of our vulnerability to atmospheric phenomena. Weather conditions in the country have remained unstable due to the combination of a trough and a mass of air with high moisture content, driven by warm southeastern winds. This situation has resulted in heavy rainfall, accompanied by thunderstorms and wind gusts.

In response, the Emergency Operations Center (COE in Spanish) issued a yellow alert for the National District and Santo Domingo province, warning of the imminent of rising rivers, streams, and ravines, as well as flash and urban flooding. The Dominican Institute of Meteorology (INDOMET in Spanish) has indicated that soils are already saturated from recent rains, a critical factor that, combined with projected urban flooding, overloads and collapses the city’s drainage capacity.

Society as a whole, from authorities to citizens, must promote mitigation actions aimed at reducing environmental impact and slowing global warming. However, in the face of meteorological events that are already a reality, such as persistent troughs affecting the national territory; adaptation becomes the essential mechanism to achieve resilience. Adapting means rethinking and redesigning our urban infrastructure to withstand larger volumes of water, properly managing waste to prevent drainage blockages, and promoting a culture of prevention.

While we work on these long-term solutions, the immediate priority is to safeguard lives. The COE has strongly urged the population not to let their guard down. Residents, especially those in high-risk areas, are advised to avoid crossing rivers, streams, and ravines with high flow and to take all necessary precautions in the face of potential flooding. Adaptation begins with staying informed and acting prudently in the face of natural forces.

In this context, rather than offering definitive answers, a collective reflection is needed: are we, as a society, prepared to face an increasingly extreme climate, or are we still only reacting when emergencies occur? To what extent have our cities been designed with the climate future we are already experiencing in mind? What individual responsibility do we assume in managing waste that worsens urban flooding? Are we investing enough in adaptation and resilience, or are we still prioritizing short-term solutions? And above all, if today’s rains are a clear warning, what are we really doing to prevent tomorrow’s crises? The answers to these questions will define not only our immediate response capacity but also the future of our cities in an increasingly challenging climate scenario.
